It is difficult to judge the competence of employees who say "Look at the website" and slowly walk around with cups of tea when customers are waiting in line for an hour. The administrator (probably) only changes broken equipment, but it has nothing to do with regulating the flow of customers and effective service.

A monopolist can afford to work slowly, not to the last customer. The operators work slowly and there are only 2 of them on Saturday, when there are 4 jobs. Simple operations like changing the tariff plan require a presence in the office with a passport : (in general, a lot of clumsiness!
