The passport control desks are located just before boarding the plane, so do not think that it is also fast. So, I do not recommend staying in the Arctic, because there is a big chance of getting stuck at the border and not catching a flight. The rest is as usual - a taxi is nearby, car rental is also nearby, public transport is available.
